Ronald D. Earl is General Manager and Chief Executive Officer of the Illinois Public Energy Agency (IPEA). IPEA currently represents the gas puchasing interests of 15 Illinois communities.

Earl also serves as the chief executive officer of the Illinois Municipal Electric Agency (IMEA) and the Illinois Municipal Utilities Association (IMUA).

Previously, Earl was a vice-president with the Chattanooga Electric Power Board. Prior to coming to the Chattanooga system in 1983, Earl was an actuary with the UnumProvident Company for eleven years. He also was employed with North American Rockwell in California as a reliability electrical engineer for six years. 

Earl has played a leadership role in setting policy on state, regional, and national energy issues. He has recently served on the national board of directors of the American Public Power Association.

Earl is a graduate of California State University at Long Beach with a degree in mathematics and physics. Post-graduate work includes electrical engineering studies at Autonetics in California and actuarial studies at Georgia State University in Georgia . He is a registered actuary with the Department of the Treasury. He is a recipient of American Public Power Association's National Award - the Harold Kramer-John Preston Personal Service Award.
